Overall Mandate
To manage all aspects of aid operations including overseeing implementation of projects, income tax matters for NGO staff and non-UN personnel on service contracts, as well as the registration of agencies and NGOs.
Mission Statement
The mission of the Aid Coordination Department is to effectively coordinate all aspects of aid operations by overseeing the registration of NGOs, managing income tax matters for NGO staff and non-UN personnel, and facilitating project implementation. We aim to promote collaboration among government institutions, international organizations, and local actors while ensuring adherence to strategic priorities and responsible resource management. Through effective communication and accountability, we seek to enhance the overall effectiveness of aid delivery in Puntland.
Key deliverables:
- Coordinate international funding missions while actively seeking new funding opportunities to support the local development efforts.
- Conduct regular aid coordination meetings to review the status of ongoing projects by international agencies operating in Puntland.
- Ensure that proposed projects align with the Puntland Five-Year Development Plan and the Puntland Aid Policy, requesting amendments where necessary
- Review proposals submitted by international organizations to ensure their viability and alignment with local priorities.
- Track funding updates for proposed projects and communicate developments to relevant stakeholders.
- Mitigate project overlap and duplication by promoting coordination among all stakeholders.
- Oversee and ensure the payment of income tax for NGO staff and non-UN personnel on service contracts.
- Ensure proper registration and regulation of NGOs operating in Puntland.
