The Ministry of Planning, Economic Development and International Cooperation (MoPEDIC) is leading the development of Puntland’s next PDP-4 for the period 2026–2030. The PDP-4 will serve as the government’s central strategic framework to guide development priorities, resource allocation, and policy direction. Therefore, to ensure a high-quality, coherent, and inclusive planning document, MoPEDIC is seeking to recruit a Document Development Coordinator to lead and coordinate the drafting and finalization process of the PDP-4.

Key Responsibilities

The PDP-4 Document Development Coordinator will be responsible for leading, managing, and coordinating all aspects of the preparation and finalization of the PDP-4 document. Key duties and responsibilities include:

  1. Coordination and Oversight: Lead and manage the overall process of drafting the PDP-4 document, ensuring alignment with the national planning framework, government priorities, and stakeholder expectations.  The Coordinator will coordinate with sector leads, thematic pillar teams, and technical experts to gather, organize, and synthesize content.
  2. Technical Drafting and Editing Draft and/or revise sections of the PDP-4 document to ensure clarity, consistency, and policy relevance.
  3. Content Integration Consolidate inputs from multiple sources, including community consultations, sector strategies, and technical assessments, into a unified and coherent document.
  4. Stakeholder Engagement and Consultation Support: Support the planning and facilitation of technical consultations, validation workshops, and review meetings.
  5. Quality Assurance: Review all sections of the draft PDP-4 for consistency, logical flow, and strategic alignment, and ensure the final product meets the required technical and editorial standards and is ready for design, translation, and dissemination.
  6. Document submission: Submit a final report summarizing the coordination process, key milestones achieved, and lessons learned.

Qualifications and Requirements

  • A master’s or postgraduate degree in economics, public policy analysis, institutional development and strategic management or other relevant fields related to Economic Development.
  • A minimum of 7 years of post-qualification experience, with at least 4 years in strategic planning, governance, public administration, or management. Demonstrated involvement in the coordination, formulation, review, and evaluation of strategic plans, policies, and National Development Plans.
